I vote for selective ice-water jets in an overly-heated pool. Notice the swimming motions of the fish - against the flow - so that they appear stationary. Add the possibility that the orange fish (from a more-tropical clime) avoid the colder water, while the darker fish may seek it out.
I would assume the tiny, low-pressure cold-water vents are in the floor of the pool.
