Don't you have to be a government official to conduct government business? I mean like elected or something?
And don't you have to be employed with a W-2 at the end of the year to be "Senior Staff"?

What I found really interesting was that when Hilary was sworn in as Senator Chelsea had to take over as FLOTUS for two weeks. No trips to Cancun for Chelsea.

Yeah thankless and unpaid....like that $46,000 bracelet she had on the other week, or her trips to Martha's vinayrd....and when Mrs Bush travled did she take along 50 of her dearest friends? Did she buy every room in a five star hotel for them? Comparing the Obamas to the Bushes and you see quite a disparity. Some of us have looked at the other First Families.
A President's wife has no "job." She is not elected, not interviewed, not hired, not on a payroll, and not give any duty or authority. All presidents have abused it to some degree, but this one has taken it up a notch. The staff expense it higher, the travel is more grandiose, and it is all being done as Leadfinger has dramatically increased debt, govt control, prospective taxes, and cast a pall on the economy.
I don't care to see or hear from an elected official's wife at any level, dogcatcher, city council, mayor, governor, senator, president, whatever. None at all, and that would be a nice new tradition.
But with the advent of TV and the constant need for political posturing, that won't happen.
