Actually, I'm pretty sure all of them are action figures. If you look close, you'll see that the weapons are plastic, the zippers are abnormally large, and other small details like that.
I've been looking harder at the pic, but I still don't see it. Too much detail for toy store stuff. The guns look like authentic SOCOM stuff from the Rem. 21 on the right to the SOCOM M-14 in the middle and the SAW on the left. I've looked for "large zippers" but don't see them. Looks to me like all flaps and attachments or MOLLE or Velcro stuff which makes sense considering the environment of salt water, high reliability and low signature for glints and noise. As for gloves, "tactical" gloves tend to be padded, weighted, and cushioned in various places for various functions.
If action figures, they are premium and the photo creation took some significant effort and $$$.
I could be wrong but I think they're action figures. Blow up the photo and look at the arms of the guy kneeling on the left...there's no muscle definition at all. Also, of the 'skin' that shows there's not a hair to be seen.

Look at the guy on the far right. Pretty sure that left arm is prosthetic. That's the definition of "Bad Dude".

Giggle...yeah. Action figures - but well done action figures! The background gave it away at first and then the funkily stuffed gloves, etc.
I'd have played with dolls if I'd had those.
